Smarthomes - higher municipal propagation and increased communication

In this project we study processes in introducing smarthome technology into municipals to reveal for other municipals how to achieve success and what bottlenecks to avoid when introducing such technology.

Background
The project "Smart Home Technology in Norwegian home-based Health and Social Services" was carried out by The Norwegian center for telemedicine and The Delta Center (a unit within the Ministry of Health and Social Affairs) from September 1st 2001 through January 31st 2002.The project revealed several challenges which has to be investigated more thouroughly. The consciousnes around use of smarthome technlogy in the home care and nursing sector must be escalated, thus the technology get better known an more accessible for those who need it. Smarthome technology is by today used in several municipals. Infrastructure and functionality requisite to building smart homes is established especially in accordance with building new sheltered housing and nursing homes. However, it might seem as though some of the municipals hasn't been able to take full advantage of the technology. Why does some succeed while others don't? By studying processes in introducing smarthome technology into municipals, we hope to reveal for other municipals how to achieve success and what bottlenecks to avoid when introducing such technology.

Object
There are two superior goals in this project. One is to reveal, understand and spread those processes leading towards well utilized smarthome technology, and the other is to yield most users access to the most suitable smarthome technology, meeting their needs and demands.

Goals

  1. Receive information of processes in selected municipals, leading towards good experiences with smarthome technology
  2. Receive information of processes in selected municipals, leading towards not so good experiences with smarthome technology
  3. Describing selected municipals integration and communication of smarthome data with communication in the remaining public health service.
  4. The abovementioned knowledge must be revealed to the municipals

Goals in detail

  1. To accomplish our first goal we will address at least four preselected municipals having good experiences with introducing smarthome technology. The experiences will be described in relation to each municipals premises in economics, staff, leadership, infrastructure, size ant other relevant parameters. Relevant processes attached to the introduction of smarthome technology will be described, as will users and staffs experiences relative to quality of life, independence, satisfaction in work, law and ethics. A central question in this respect is "what are the factors to success?"
  2. To accomplish our second goal we will address at least four preselected municipals having poor experiences in introducing smarthome technology. The experiences will be described in respect to the same parameters and processes as in goal 1, except we're focusing on barriers to the introduction of smarthome technology. The central question will be "What hindered utilization of smarthome technology?"
  3. There is an uncertainty coupled with the number of municipals integrating smarthome data with the remaining public healthcare communication thus the third goal will be approached in a more theoretical manner than the first two. Such integration will be essential in the (near) future thus receiving theoretical information on messaging standards, standards for communication in the public health service, caracteristics of telemedicine applications, involved parties, security policies and usability of the smarthome technology will be of great interest and necessity in reaching this goal. The central question will be "How to integrate smarthome data with communication in the remaining public health service in the better way?"

    Accomplishing the three first goals we will focus on the processes and experiences within the municipals. All municipals will be anonymous througout the entire project and in the resulting deliveries.
  4. To accomplish the fourth goal we will organize the outcome of the three previously described goals to suit various target groups, naming unexperienced municipals, municials with bad experiences, municipals with good experiences, politicians, health personell, technicians and users. This information will be made available electronically.

Deliveries

  1. A workshop with representatives from municipals, contractors, users and cooperative partners
  2. A suggestive report on actions to improve the utilization of smarthome technology
  3. Electronic material with target group specific information on how to utilize smarthome technology

The project is a cooperation between The Norwegian center of telemedicine and The Delta Center (a unit within the Ministry of Health and Social Affairs) and last from September 2002 to October 1st 2003.
