SES@m Tromsø

Telemedicine in homecare- and nursing homes. The project has focus on electronic communication and interaction between units and levels in the health sector.

Background

The premise for this is that the National Health Net are connected to a municipal net, this is one of the projects. Tromsø municipal is host for this project.

Project description

The purpose is to show how telemedicine can contribute to the realization of the superior health political aims. The project shall also contribute to a holistic and co-ordinated service with focus on continuity and quality by electronic collaboration between the different units and levels in the health sector.

The main objective with the lighthouse project is to develop a model for use of telemedicine in homecare- and nursing homes that involves technical and organizational solutions that lead the way (show the opportunities) and are normative (document gains).

The project has 5 subprojects:

Preparations (project manager: Per Angermo)

  • Develop detailed design
  • Establish collaboration relations/ agreements by contract
  • Gain experience

Connecting/mobility (project manager: Gunn-Hilde Rotvold)

  • Connection to the national health net
  • Organize and test mobile communication solutions
  • Test and choose mobile terminal equipment for use in home care

Safety/law (project manager: Leif Erik Nohr)

  • Conduct risk evaluation
  • Review and reports

Telemedicine services (project manager: Lisbeth Remlo Abelsen)

  • E-mail based guidance
  • E-mail between nursing homes and medical doctor (your doctor) for questions and answers
  • The concept: polyclinic of wounds
  • Electronic procedures for use in homecare- and nursing homes
  • Electronic exchange of messages
  • Electronic laboratory report between homecare- and nursing homes
  • Electronic entry - and discharge messages

Research (project manager: Ann Therese Lotherington, Norut/ NST: Morten Brattvoll)

  • The technical solutions
  • The training for use of the solutions
  • The organizational (of the solutions)
  • The relational aspects (identities)
  • Measure the effects (input factor, cost-benefit analysis)
  • Watch the international development (comparable studies)

Financing

The Norwegian Centre For Telemedicine has been granted funds from the Ministry of Health and Social Affairs to accomplish a lighthouse project within homecare- and nursing homes.

Project period

The project has a duration of 2 ½ years starting January 1st 2004.
